    Course Objective

    Police officers represent the front line in the service response to domestic violence. Law enforcement has a unique perspective on this all too common social problem. Officers are often asked to intervene in this life-long problem of citizens in a few minutes. Answering a domestic disturbance call is the second most dangerous call an officer can answer. This training takes into consideration the frustration of multiple calls to one address, the disenchantment of not understanding the dynamics of the repeat victim and the efforts that are being put into place to hold all parties accountable.

    Understanding the dynamics of domestic violence is paramount to law enforcement when they are evaluating and interpreting evidence and interviews at the domestic violence scene. Maintaining a working and updated understanding of legal mandates regarding domestic violence is imperative to successful law enforcement. Law enforcement also needs a positive and essential relationship with other organizations whose mission is to assist domestic violence issues. The successful law enforcement officer has working knowledge of all of the aspects of domestic violence ranging from a psychological, legal, forensic, social and prevention.

    Instructor Biography

    Gail Sullivan is a 1978 graduate of Loyola University of Chicago holding an undergraduate degree in Sociology. In 1986, she was awarded a Masters of Arts degree from DePaul University of Chicago in Human Services, Guidance and Counseling. She has worked in the field of social services in various capacities for more than two decades. Throughout her career, she has addressed the issue of child abuse and its effect upon victims, offenders, families, professionals and society. As an administrator of a child welfare agency, she provided vision and direction for one of the first residential facilities for sexually reactive children in Illinois. She has provided program development that increased the revenue and programs of a nonprofit agency over 300%. She has developed curriculums to meet State standards for professionals who provide intensive emergency services.

    Bullying in the Workplace

    Course Objective

    This training has been designed with the purpose of addressing the issue of workplace bullying behavior. Workplace bullying is repeated, harmful, mistreatment of one or more persons by one or more perpetrators. It is abusive behavior within the workplace that threatens, intimidates or sabotages employees in the course of successfully completing their work duties. This pervasive behavior adversely effects individuals and companies alike.

    Course Content

    The goal of this training is to assist participants in being able to identify, address workplace-bullying behaviors and develop a personal and organizational plan to reduce this violence.

    • To be able to identify workplace bullying
    • To understand the motivation of workplace bullies
    • To be familiar with the early signs of bullying
    • To be able to identify who gets targeted as a victim
    • To be able to develop a three stage Target Action Plan
    • To recognize the relation to other violent phenomena
    • To distinguish the difference between workplace bullying and personality conflicts

    Conversation with a Sex Offender

    Course Objective

    Sex offenders are highly complicated criminals. They prey on the most vulnerable in our society. They blend into society and live among us. Experts say that the problem is of epidemic proportions.  They are often some of the most compliant suspects’ law enforcement interviews. Their deviant behavior is at such a level that often we want to believe it does not exist. Offenders rely on our disbelief to continue their deviance. Sex offenders lurk in all jurisdictions and are in all walks of life.  Understanding these perpetrators is imperative to identifying and apprehending them. They and will not cease this deviant behavior without legal consequences.

    For participants to more fully understand sexual offenders and their crimes.  Strategies to identify the psychological profiles of common sexual offenders, behaviors they display and the routines that they utilize to gain access to their victims.  The training will utilize actual police interrogation and will present video to demonstrate learned techniques.

    Course Content

    The skills addressed will include, but not be limited to, will be the following:

    • Identification of the various profiles/ typologies of sex offenders
    • Increased ability in identification of psychological profile of sex offenders
    • Be better able to understand the deviant motives of sex offender’s
    • Understand the strategies used by offenders to gain sexual compliance
    • Understand the common strategies used by offenders to avoid detection
    • Be better able to understand the cycle of recidivism of sex offenders
    • Understand the clinical process designed to reduce recidivism
    • Better able to interview and interrogate offenders

    Instructor Biography

    THOMAS G. TITTLE is a retired Captain with the Marion County, Florida, Sheriff’s Office. Captain Tittle became a member of the Marion County Sheriff’s Office in 1977 and was assigned to the Civil Division. Since then he has held assignments within the following areas: Patrol Division, Street Crimes, Property Crimes, Major Crimes, Training Director, Community Relations, D.A.R.E. Officer, Drug Unit and Communications. Prior to the Juvenile Division, Captain Tittle was in charge of a District Station where he supervised uniformed patrol officers and a district detective. Additionally, he was on the S.W.A.T. for 13 years with his last assignment as a Team Leader. During Captain Tittle’s tenure in investigations, he has investigated numerous major crimes, drug cases and property crimes, including, but not limited to: sexual assaults (children and adults), child abuse, robberies, suicides, death investigations, crimes against persons, and vice cases. Captain Tittle holds an Associate of Arts degree from Central Florida Community College in Ocala, Florida. He also holds a Bachelor of Arts degree from the University of West Florida in Pensacola, Florida. Additionally, he is a graduate of the Southern Police Institute in Louisville, Kentucky. He has attended numerous courses in Death Investigations, Sex Crimes, DEA School, Sniper school, SWAT courses and Domestic Relations. Captain Tittle is an adjunct instructor at the Central Florida Community’s Criminal Justice Institute where he has instructed firearms, driving, domestic violence, crisis intervention and interviews & interrogations techniques and crimes against the elderly. Captain Tittle has had articles published in; The Florida Police Chief, American Police Beat and Inside School Safety and has self-published six law enforcement training manuals.

    BRIAN J. JARVIS is a police professional with thirty years of experience in law enforcement and investigations, retiring in 2008 at the rank of Chief of Police. Prior to being appointed as the Chief of Police for the Town of Chester in 1998, he served ten years working for Municipalities in Orange County, New York, and ten years in the State of Florida, where he was employed as an Investigative Sergeant in charge of Major Crime Investigations.

    Chief Jarvis was responsible for the investigation and supervision of Major Crime Scenes which include, homicides, sexual assaults, kidnappings, armed robberies, bank robberies, home invasions, carjackings, aircraft crashes, train / pedestrian fatalities, suicides, child abuse and neglect, and officer involved shootings involving death.

    Chief Jarvis holds a Bachelor of Science Degree in Information Systems from the University of Phoenix. He also attended the Associates of Arts program in Criminal Justice at Central Florida Community College from 1987 – 1991. He has also attended several courses on Major Crime Investigations, including Practical Homicide Investigation and Sex Crime Investigations offered by the University of North Florida, and Basic and Advanced Computer Crime Investigations offered by the Florida Department of Law Enforcement Organized Crime Institute.

    In addition to serving as Chief of Police, Chief Jarvis has also been a member of the International Association of Chiefs of Police (IACP), New York State Police Juvenile Officer’s Association, NYS Association of Chiefs’ of Police, Past President of the Police Chiefs’ Association of Orange County, and a founding member of the Orange County Law Enforcement Training Institute. He is also an active member in the International Law Enforcement Educators and Trainers Association (ILEETA).

    Chief Jarvis is a published author, having written a story for “American Blue”, Varro Press Publishing, Ed Nowicki Editor (All proceeds benefit the National Law Enforcement Museum in Washington D.C.). He has also published several law enforcement-training manuals. Brian is a pilot and serves as a volunteer for Angel Flight Southeast.

    Course Objective
    This 16-hour course is intended to bridge the gap between the SFST and DRE courses. You will learn how to observe, identify and articulate the signs of impairment related to drugs, alcohol or a combination of both.
    Course Content

    The concept of “drugs” in the context of DWI enforcement
    • The role of eye examinations in disclosing the possibility of impairment
    • Medical conditions and other situations that can produce similar signs of impairment
    • Identification of the major categories of drugs
    • The observable effects of each of the seven major categories of drugs
    • The physiological effects likely to result from various combinations of drugs
    • Appropriate procedures for dealing with drug-impaired or medically impaired suspects
    • Standardized Field Sobriety Test update
    • Legal issues associated with impaired driving
    • Pre- and post-arrest procedures

    Who Should Attend

    This course is designed primarily for police officers who meet the IACP/NHTSA National Standardized Field Sobriety Testing Program Standards and who have successfully completed a course using the IACP/NHTSA approved curriculum.

    Note: This training will NOT qualify an officer to serve as a Drug Recognition Expert.

    Course Objective
    This 16-hour course is intended to bridge the gap between the SFST and DRE courses. You will learn how to observe, identify and articulate the signs of impairment related to drugs, alcohol or a combination of both.
    Course Content

    The concept of “drugs” in the context of DWI enforcement
    • The role of eye examinations in disclosing the possibility of impairment
    • Medical conditions and other situations that can produce similar signs of impairment
    • Identification of the major categories of drugs
    • The observable effects of each of the seven major categories of drugs
    • The physiological effects likely to result from various combinations of drugs
    • Appropriate procedures for dealing with drug-impaired or medically impaired suspects
    • Standardized Field Sobriety Test update
    • Legal issues associated with impaired driving
    • Pre- and post-arrest procedures

    Who Should Attend

    This course is designed primarily for police officers who meet the IACP/NHTSA National Standardized Field Sobriety Testing Program Standards and who have successfully completed a course using the IACP/NHTSA approved curriculum.

    Note: This training will NOT qualify an officer to serve as a Drug Recognition Expert.

    Instructor Biography

    THOMAS G. TITTLE is a retired Captain with the Marion County, Florida, Sheriff’s Office. Captain Tittle became a member of the Marion County Sheriff’s Office in 1977 and was assigned to the Civil Division. Since then he has held assignments within the following areas: Patrol Division, Street Crimes, Property Crimes, Major Crimes, Training Director, Community Relations, D.A.R.E. Officer, Drug Unit and Communications. Prior to the Juvenile Division, Captain Tittle was in charge of a District Station where he supervised uniformed patrol officers and a district detective. Additionally, he was on the S.W.A.T. for 13 years with his last assignment as a Team Leader. During Captain Tittle’s tenure in investigations, he has investigated numerous major crimes, drug cases and property crimes, including, but not limited to: sexual assaults (children and adults), child abuse, robberies, suicides, death investigations, crimes against persons, and vice cases. Captain Tittle holds an Associate of Arts degree from Central Florida Community College in Ocala, Florida. He also holds a Bachelor of Arts degree from the University of West Florida in Pensacola, Florida. Additionally, he is a graduate of the Southern Police Institute in Louisville, Kentucky. He has attended numerous courses in Death Investigations, Sex Crimes, DEA School, Sniper school, SWAT courses and Domestic Relations. Captain Tittle is an adjunct instructor at the Central Florida Community’s Criminal Justice Institute where he has instructed firearms, driving, domestic violence, crisis intervention and interviews & interrogations techniques and crimes against the elderly. Captain Tittle has had articles published in; The Florida Police Chief, American Police Beat and Inside School Safety and has self-published six law enforcement training manuals.

    BRIAN J. JARVIS is a police professional with thirty years of experience in law enforcement and investigations, retiring in 2008 at the rank of Chief of Police. Prior to being appointed as the Chief of Police for the Town of Chester in 1998, he served ten years working for Municipalities in Orange County, New York, and ten years in the State of Florida, where he was employed as an Investigative Sergeant in charge of Major Crime Investigations.

    Chief Jarvis was responsible for the investigation and supervision of Major Crime Scenes which include, homicides, sexual assaults, kidnappings, armed robberies, bank robberies, home invasions, carjackings, aircraft crashes, train / pedestrian fatalities, suicides, child abuse and neglect, and officer involved shootings involving death.

    Chief Jarvis holds a Bachelor of Science Degree in Information Systems from the University of Phoenix. He also attended the Associates of Arts program in Criminal Justice at Central Florida Community College from 1987 – 1991. He has also attended several courses on Major Crime Investigations, including Practical Homicide Investigation and Sex Crime Investigations offered by the University of North Florida, and Basic and Advanced Computer Crime Investigations offered by the Florida Department of Law Enforcement Organized Crime Institute.

    In addition to serving as Chief of Police, Chief Jarvis has also been a member of the International Association of Chiefs of Police (IACP), New York State Police Juvenile Officer’s Association, NYS Association of Chiefs’ of Police, Past President of the Police Chiefs’ Association of Orange County, and a founding member of the Orange County Law Enforcement Training Institute. He is also an active member in the International Law Enforcement Educators and Trainers Association (ILEETA).

    Chief Jarvis is a published author, having written a story for “American Blue”, Varro Press Publishing, Ed Nowicki Editor (All proceeds benefit the National Law Enforcement Museum in Washington D.C.).     All students must be registered one week in advance of the class. No exceptions. A copy of the student’s form E Card must be sent in with a registration form. No exceptions. Ammunition is not provided.

    Course Objectives

    This course is designed to meet the mandatory firearms requirements for police in the State of Illinois

    Who Should Attend

    This course is open to any officer who has not met the requirements of the State of Illinois for mandatory firearms training.

    Course Content

    20 hours of classroom time will be devoted to such topics as firearms safety, nomenclature of the pistol and shotgun, range conduct guidelines, malfunctions, fundamentals of shooting both the pistol and shotgun, care

    and cleaning of weapons, decision making, shotgun orientation, and night firing orientation. Five hours of classroom time will be devoted to the legal responsibility of the use of weapons, particularly the peace officer’s

    use of force in making an arrest, Illinois Revised Statutes Chapter 38, Sec. 7-5. 16 hours will be devoted to actual time on the firing range. Trainees will be required to achieve a score of 70% during two qualification rounds.

    SPECIAL NOTES

    If, after registering for this course, you do not plan to attend, please notify the Police Training Center, as we always maintain a waiting list for the class. Also, trainees should bring their duty weapon, shotgun, and leather gear to class. The duty weapon and shotgun should be a good quality weapon in good condition. Each trainee must provide the following ammunition:

    Course Objective
    This course is designed to familiarize students with the physiological effects of alcohol and how it reacts in the human system; develop student skills in recognizing the driving behavior of the drinking driver; prepare students to properly operate the accepted and approved Breath Testing Instruments in Illinois; develop student knowledge of the legal requirements of breath alcohol testing; courtroom testimony and SFST review.
    Who Should Attend

    Every department should have officers trained and certified in the operation of breath testing equipment to meet the legal requirements imposed through legislation.  The intricacies associated with making a DUI arrest, which include critical time limitations, make a trained and certified operator essential to the modern police agency.

    SPECIAL NOTES

    This course was developed cooperatively by the Police Training Institute, Illinois State Police.  Students will be trained on all evidentiary and preliminary breath testing devices.

    Course Objectives

    This course is designed to meet the mandatory firearms requirements for police in the State of Illinois

    Who Should Attend

    This course is open to any officer who has not met the requirements of the State of Illinois for mandatory firearms training.

    Course Content

    20 hours of classroom time will be devoted to such topics as firearms safety, nomenclature of the pistol and shotgun, range conduct guidelines, malfunctions, fundamentals of shooting both the pistol and shotgun, care

    and cleaning of weapons, decision making, shotgun orientation, and night firing orientation. Five hours of classroom time will be devoted to the legal responsibility of the use of weapons, particularly the peace officer’s

    use of force in making an arrest, Illinois Revised Statutes Chapter 38, Sec. 7-5. 16 hours will be devoted to actual time on the firing range. Trainees will be required to achieve a score of 70% during two qualification rounds.

    SPECIAL NOTES

    If, after registering for this course, you do not plan to attend, please notify the Police Training Center, as we always maintain a waiting list for the class. Also, trainees should bring their duty weapon, shotgun, and leather gear to class. The duty weapon and shotgun should be a good quality weapon in good condition. Each trainee must provide the following ammunition:

    BRING: Shotgun Ammunition:

    • 650 rounds of pistol ammunition
    • 5 rounds of either #4 buck or .00 buck
    • 5 rounds of rifled slug
    • 5 rounds of field load Slide Switch
    • Flashlight (no twist switch)

    Course Objective
    This course is designed to familiarize students with the physiological effects of alcohol and how it reacts in the human system; develop student skills in recognizing the driving behavior of the drinking driver; prepare students to properly operate the accepted and approved Breath Testing Instruments in Illinois; develop student knowledge of the legal requirements of breath alcohol testing; courtroom testimony and SFST review.
    Who Should Attend

    Every department should have officers trained and certified in the operation of breath testing equipment to meet the legal requirements imposed through legislation.  The intricacies associated with making a DUI arrest, which include critical time limitations, make a trained and certified operator essential to the modern police agency.

    SPECIAL NOTES

    This course was developed cooperatively by the Police Training Institute, Illinois State Police.  Students will be trained on all evidentiary and preliminary breath testing devices.
